Watermain Replacement and Improvements
Williams Parkway. Projects 20-1340 D & 17-1340 B
The Region of Peel has been working in your area to replace the watermains along Williams Parkway. Watermains are underground pipes that bring tap water from our water treatment plants to your neighbourhood. As pipes age and our population grows, we need to replace older watermains with larger pipes to keep providing high quality water services.
Construction schedule update
- The first phase of work (project 20-1340 D) began earlier this year and is expected to be completed by the autumn of 2023. This work is taking place along Williams Parkway between Kennedy Road and Dixie Road.
- The second phase of work (project 17-1340 B) is expected to begin in June 2023 and be completed by the end of 2023. This work will take place along Williams Parkway between Main Street and Kennedy Road.

These timelines are estimates, as weather and other unexpected events may impact our timelines. We will continue to provide updates on project timelines as the work progresses.
Project details
Both phases of work are being completed by Earth Boring Company Ltd. and are supported by EXP Services Inc., under contract to the Region of Peel
The majority of this work will be completed underground in tunnels along Williams Parkway. Aboveground construction activities will be mainly limited to a few fenced-off areas which will provide access for the tunneling equipment and storage for pipes. In addition, we will need to need to dig some trenches or pits to complete connections to the existing underground watermain network. All trenches and tunneling access points will be located within the municipal right-of-way (the land within or next to the roadway that is owned by the City of Brampton).

Working hours
The contractor’s normal working hours are from 7 a.m. to 7 p.m., Monday to Friday. These hours are consistent with the City of Brampton’s construction and noise bylaws. We understand this may cause some inconvenience,but shorter working days would require your neighbourhood to be under construction for a longer period of time.
Traffic impacts
To install and connect the new watermain, some of our tunnel access points and trenches will be located within the roadway. We therefore may need to temporarily reduce traffic on Williams Parkway to a single lane. We will advise the local area in advance using Twitter and signs near the construction zone. Follow Peel Public Works on Twitter (twitter.com/peelpublicworks) for project updates.
We may also need to temporarily close roads where they intersect with Williams Parkway. All closures are planned to be completed overnight in order to minimize traffic impacts. If we must reroute traffic during a closure, we will place detour signs giving directions.
Impacts to walking and cycling routes
We may need to temporarily close sidewalks or multi-use trails along Williams Parkway. If so, we will place signs to provide direction to pedestrians on alternate routes.
Interrupting your water supply
We do not expect this work to affect your water supply. However, if we need to temporarily shut off your water, it is our goal to let you know 48 hours (2 days) in advance.
If we must shut off your water due to an emergency, we will knock on your door to alert you, and do everything we can to fix the problem as quickly as possible.
Temporary restoration
The City of Brampton is planning to complete road resurfacing and boulevard improvements on Williams Parkway beginning in Spring 2024*. To use taxpayer dollars efficiently, we will:
- Pave only the areas of the road and boulevards directly disturbed by watermain construction; and
- Restore damaged sidewalks and curbs using temporary asphalt.
The Region of Peel’s repairs are temporary, as the City of Brampton will improve the road, curbs, and sidewalks on Williams Parkway during their roadwork.
* The City will send you a separate notice about this additional construction before their work begins.
Vibrations
A large portion of the watermain will be installed underground using special drilling techniques. This technology allows us to reduce overall traffic impacts and complete the work more quickly. As a result, you may feel slight vibrations while the tunneling work is being performed.
Safety during construction
Construction zones require extra caution to keep everyone safe – pedestrians, cyclists, drivers, and construction workers. When driving, walking, or biking through the construction area, please be aware of your surroundings, watch for construction crews and other road users, slow down, account for delays, and consider other routes if possible.
