Sanitary sewer rehabilitation
Highway 50 and Ebenezer Road. Project 20-1177
The Region of Peel will be working along Highway 50 and Ebenezer Road to rehabilitate the existing sanitary sewer system and maintenance holes (commonly called manholes), as shown on the attached map.
Sanitary sewers are underground pipes that carry wastewater from your home or business to a wastewater treatment plant. Wastewater is created when water goes down the drain or is flushed down the toilet.
To extend the service life of the sewer under these streets, Peel Region’s contractors will clean the existing sewer pipe and place a new resin (plastic) lining within it. We will also repair aging maintenance holes to ensure the sanitary sewer system can continue to be accessed and maintained.
Construction schedule
Construction is planned to begin mid-April 2023 and be completed in the fall of 2023. During this time, our crew may be working near your home or business for a few weeks:
- We will reline the sanitary sewer in sections, and may spend a couple weeks in each location to complete relining work.
- It typically takes a few hours to three days to repair a single maintenance hole, depending on the work required.
These timelines are estimates, as weather and other unexpected events may impact our timelines.
All work is under warranty for two years from the completion date.

Contractor and working hours
The work will be completed by Clearway Construction Inc. and supported by GHD Limited, both under contract to the Region of Peel. This contractor’s normal working hours are from 7 a.m. to 7 p.m., Monday to Friday. These hours are consistent with the local municipality’s bylaws. We understand this may cause some inconvenience, but shorter working days would require your area to be under construction for a longer period of time.
Traffic and parking
During construction, we may need to temporarily reduce traffic lanes and limit turning options at intersections:
- Southbound Highway 50 will be reduced to two lanes in various locations between Coleraine Drive and Ebenezer Road. Each lane reduction will be in place for a few days to a couple weeks, depending upon the work being completed. These lane reductions are expected to occur from mid-April until September 2023. Please expect delays and choose alternate routes if possible.
- At times, eastbound or westbound Ebenezer Road will be reduced to a single lane in various locations. Each lane reduction will be in place for a few days to a couple weeks depending upon the work being completed.
- As the sewer must be empty when this work is completed, we will need to dig a trench and install a temporary pipe that will carry wastewater around the work area. For this reason, it will not be possible to turn right or left at certain intersections. During this time, traffic may be directed by police officers or a flag person as required. Further details will be provided in advance for the businesses or residents on affected side streets. Driveway access
It may be necessary to block your driveway for a short time when crews are relining the sanitary sewer, working on the sewer maintenance holes, or completing other construction activities. If so, we will knock on your door to notify you. If a trench prevents access to your driveway, the contractor will have metal road plates available to allow access if required. Whenever possible, we will work to ensure businesses can be accessed. Please contact us if you have special needs related to access.
Wastewater service interruptions
When we reline the sanitary sewer, your wastewater service pipe will be out of service (plugged) for approximately 8 hours. (Wastewater service pipes carry wastewater from your home to the underground sanitary sewer system.) This temporary service interruption allows for the pipe to be repaired without digging up the street. To advise you of the exact date and time of this service interruption, Clearway Construction Inc. will provide you with notice at least 24 hours before the lining process begins.
It is important to minimize your water use during the service work:
- You may continue to wash your hands but minimize your water use.
- Do not use showers, bathtubs, dishwashers, or your washing machine.
- Keep toilet flushing to a bare minimum.
These actions will reduce the possibility of wastewater (also known as sewage) backing up into your basement or into your plumbing. If you have a sump pump, please notify us at construction@peelregion.ca or tell the contractor when they arrive at your property.
Odours
You may smell some odours from the sewer relining work while the synthetic resin inside the sewer cures. These odours are temporary and will dissipate within a few hours.
You can prevent or minimize these odours by making sure you have water in all of your drains, including your basement floor drain. We recommend pouring a bucket of water down the floor drain and running the water in all sinks, showers, and tubs for a minute, either the evening before or day of the relining work. To further minimize odours, you may choose to cover the floor drain with a wet cloth and place a flat, heavy object over the drain.
If you are not able to put water down your floor drain (for example, if it is currently covered by flooring), we strongly recommend making it accessible before relining work begins to reduce the level of odours in your home.
At least 24 hours before the sewer next to your property is relined, Peel Region’s contractor will provide you with a notice advising you of the exact date and time of this relining work.
Tree trimming
If tree branches within the municipal right-of-way interfere with construction, the trees will be pruned beforehand.
If tree branches on private property interfere with construction, they will be pruned back to the nearest suitable trunk or branch. The contractor will contact you before any pruning of private trees occurs. If you do not allow personnel onto your property to trim the tree, the branches will be cut vertically at the property line.
Maintenance hole rehabilitation
Repairing maintenance holes often requires digging around the existing maintenance holes to install new parts. These maintenance holes are usually located within the municipal right-of-way, which includes the street and the land owned by the municipality between the street and your water service box. (The water service box is a small, round, metal valve located outside, on the property line between your house and the road.) If maintenance holes are not within the right-of-way, the Region of Peel has obtained legal access through easements.
Depending on the location of the maintenance hole, this work may cause temporary damage to roads, curbs, sidewalks, boulevards, driveway aprons, and lawns within the municipal right-of-way or easement. Any damage caused by Regional construction will be repaired.
Repairing areas impacted by construction
We will start repairing any affected areas of the road, driveways, and boulevards once the sanitary sewers are rehabilitated. Repairs may be delayed due to contractor availability or certain seasonal weather conditions.
Repairing grassy areas
If this construction work impacts the boulevard or your lawn, the contractor will replace any damaged sod (grass) on the boulevard or your front lawn and will take care of the new sod for 30 days. You can help the sod stay healthy by watering it. A longer ‘deep root watering’ works better to establish new sod than watering more frequently for a shorter time. Watering in the early morning allows more water to soak in instead of evaporating.
Repairing driveways
If the construction inspector notifies you that your driveway may be affected by this construction work, all damage caused by Regional construction will be repaired.
- Asphalt driveways: If we need to cut a section of your driveway, the driveway will be repaired by paving a strip over the disturbed area, resulting in minimal seams in the final driveway. The Region of Peel cannot replace your entire driveway. If you would like to have the rest of your driveway paved, please contact the contractor, Clearway Construction, at 416-996-3805. The contractor will then share contact information for the company hired to do the paving repairs. Please remember this is your option. If you decide to have your entire driveway repaved, this extra paving work is your responsibility and outside the jurisdiction of the Region of Peel.
- Interlock or concrete driveways: If we damaged a portion of your driveway, our contractor will reinstate the damaged portion of the driveway.
Waste collection
If you receive waste collection from the Region of Peel, your garbage, recycling, and organics will continue to be picked up on your regularly scheduled day. It is the contractor’s responsibility to move your garbage, recycling, and organics bins from the end of your driveway to a location where waste collection vehicles can pick them up. Empty containers will be returned to their corresponding addresses. Please make sure your house number is clearly marked on each bin. This helps us return empty bins to the correct address.
Vibrations
You could feel slight vibrations from the construction work.
Optional protection plans for your exterior water pipes, wastewater pipes, and in-home plumbing
Many homeowners are not aware that they are responsible for maintaining the water and wastewater pipes both inside their home and outdoors up to the property line. If one of these pipes breaks, it can cause unexpected and costly repairs. Safety during construction
Construction zones require extra caution to keep everyone safe – pedestrians, cyclists, drivers, and construction workers. When driving, walking, or biking through the construction area, please be aware of your surroundings, watch for construction crews and other road users, slow down, account for delays, and consider other routes if possible.
